A constant in any organisation is that the rules that were once there to help manage a process or define a workflow gradually become more an more complex. As the organisation, the process or the workflow grow, there is a tendency to add more and more rules. Having rules for every possibility is impossible.
The Project Management Office or PMO tries to create rules for Project Managers, these rules may be about processes that need to be followed, or services offered. However, as the organisation, the work flows, and Project Management processes become more complex over time, the PMO should evolve to offer guiding principles to help a PM decide on the functions and services offered and how the PM’s and the PMO can support successful delivery in an organisation.
